Residence regulations

ARTICLE 1

(Purpose and definitions)

  1. DOMUS IND S.R.L. provides housing services for hospitality reasons to students, recent graduates, and researchers according to the access methods described in Section III – Residential Services of the competition announcement, which is published annually.

As this is a hospitality service, the application of the repossession action referred to in Article 1168 of the Civil Code, granted to holders of the property for other reasons, is excluded.

  1. These Regulations govern the rules of conduct for guests in the university residences at all DOMUS IND S.R.L. locations.

In the text of the regulations, the following shall be understood:

  • by "guest": both a student on the waiting list and a recipient of the service with facilitated or free access;
  • by DOMUS IND S.R.L.:

ARTICLE 2

(Services)

  1. In the DOMUS IND S.R.L. university residences, the following are normally guaranteed:
  2. a) concierge service;
  3. b) cleaning of common areas;
  4. c) cleaning of rooms assigned to students with disabilities;
  5. d) internet access service via a shared connection among all

students in the residence;

  1. e) self-service laundry;
  2. f) ordinary and extraordinary maintenance of systems, furnishings, electrical appliances,

properties;

ARTICLE 3

(Concierge service)

  1. The concierge service at the university residences is responsible for coordinating and regulating internal services and the general running of the

residence and acts as an interface with DOMUS IND S.R.L. for all guest residential and relational issues.

In particular, the concierge staff are responsible for managing guest reception, their stay, and their departure from the accommodation, carrying out the

relevant procedures issued by DOMUS IND S.R.L..

Concierge staff inform guests about the rules contained in this regulation and ensure that they are respected.

In particular, the following are among the duties of the concierge service:

checking the cleanliness, hygiene, and maintenance conditions of the facilities, including by carrying out inspections inside rooms and apart-

ments and reporting any irregularities to the competent office of DOMUS IND S.R.L.;

monitoring compliance with the smoking ban, reporting any irregularities to the competent office of DOMUS IND S.R.L. and, if necessary,

applying the sanctions provided for by current legislation;

maintenance requests, which must be submitted to the concierge service;

access control, requesting identification from guests' visitors and accessing real-time video surveillance monitors (excluding recordings);

authorisation of overnight stays as provided for in this regulation;

chasing payments due from guests and sending a copy of the receipts to the competent office of DOMUS IND S.R.L.;

notifying guests of any communications from DOMUS IND S.R.L.;

management/control of the facilities' systems and monitoring of appliances used;

management of the Residences' security and any emergencies.

  1. The duties listed in the previous paragraph 1 are not exhaustive of the concierge service's role. Guests who observe behaviour by other students

inconsistent with the rules set out in this regulation must first contact the concierge staff to request their intervention.

ARTICLE 4

(Emergencies)

  1. In case of emergency, guests residing in facilities with a 24-hour concierge service should contact the concierge staff directly.

Chapter II

ACCOMMODATION ASSIGNMENT

ARTICLE 5

(Documentation required upon assignment)

  1. At the time of accommodation assignment, the guest must present the following documentation:
  2. a) for students belonging to the European Union: a valid identity document (identity card or passport);
  3. b) for non-EU students: passport accompanied by a residence permit or the relevant application for renewal or issuance. Residence permits not accompanied by a passport or Italian identity card are not accepted;
  4. c) accommodation assignment will be suspended if the identity document's expiry date falls within 30 days of the assignment date, until a valid document is presented, which must be done within 10 days of the date initially scheduled for assignment;
  5. d) for students summoned from a waiting list who are enrolling in their first year:

  1. e) pagamento del deposito cauzionale e della prima mensilità: il pagamento può essere effettuato tramite POS in portineria all’arrivo oppure deve essere presentata ricevuta del pagamento effettuato con altra modalità.

Il deposito cauzionale è infruttifero.

  1. È condizione per l’assegnazione non avere situazioni debitorie pendenti nei confronti di DOMUS IND S.R.L., né essere stati oggetto di revoca dell’alloggio per motivi disciplinari o a seguito di quanto previsto dalla Sezione I – Norme Generali del Bando di concorso in materia di accertamento delle condizioni economiche e di merito e conseguenti sanzioni.

ARTICOLO 6

(Presa in consegna dell’alloggio)

  1. Al momento dell’assegnazione l’ospite sottoscrive:
  2. a) atto di accettazione dell’alloggio, comprendente l’espressa accettazione del presente Regolamento generale delle residenze universitarie, che ne costituisce parte integrante;
  3. b) verbale di consegna dell’alloggio relativo allo stato dell’immobile, identificazione e stato degli arredi e delle attrezzature.
  4. c) eventuali studenti minorenni devono presentare apposita documentazione rilasciata da chi ne eserciti la tutela legale o la patria potestà, con la quale DOMUS IND S.R.L. venga sollevata da ogni responsabilità diretta od indiretta.
    d) regolare contratto di affitto.

In caso di studenti internazionali tale documentazione deve essere tradotta in lingua italiana e, laddove necessario, legalizzata o apostillata ai sensi della normativa vigente.

  1. Con la sottoscrizione dei documenti di cui al comma precedente, l’ospite assume l’obbligo della corretta conduzione dell’alloggio assegnato e si impegna a riconsegnarlo nel medesimo stato in cui l’ha ricevuto, salvo il normale deperimento d’uso.

Si impegna altresì a rispettare le norme del presente regolamento (con tutte le modifiche e le disposizioni aggiuntive che venissero approvate in corso d’anno) e del regolamento condominiale eventualmente in uso presso la struttura residenziale in cui si trova l’alloggio.

  1. L’ospite provvede in proprio a dotarsi della biancheria da letto (compreso il cuscino) e da bagno, oltre che delle stoviglie necessarie all’uso della

cucina. Lenzuola, cuscino, coperte e federe vengono fornite solo agli ospiti temporanei previo esplicito accordo.

Capo III

NORME SULL’UTILIZZO DELL’ALLOGGIO

ARTICOLO 7

(Pagamenti)

  1. Pagamenti studenti ad accesso da graduatoria e agevolato
  2. a) La retta dovuta dagli studenti ad accesso da graduatoria e accesso agevolato è un corrispettivo fisso mensile. Qualora l’assegnazione del posto alloggio avvenga dal primo del mese e comunque entro il 15, la retta è corrisposta per intero; dal 16 in poi è corrisposta per mezza mensilità.

If the assignment ends between the 16th and 30th, a full month is charged; from the 1st to the 15th, half a month is charged, subject to the notice of withdrawal referred to in Article 20 below. For newly assigned students, the rent starts from the date indicated in the assignment invitation letter. If the student postpones the assignment date by requesting a different appointment, the rent is still due from the date indicated in the invitation letter.

  1. b) Students assigned accommodation at the ranked tariff must pay the rent until November 2027 by the 5th of each month. Subsequently, if awarded a scholarship, the rent will be deducted directly from the scholarship, as indicated in Section III – Services

residential of the a.y. 2026/2027 Competition Notice.

  1. Payments for students with free access
  2. a) Places available in the various residences for free access can be booked through the website www.residenzastudenti.it
  3. b) The booking is confirmed only after payment of the deposit

confirmation, as an advance payment of the fee due, to be paid to DOMUS IND S.R.L. within 48 hours of the booking itself. The deadline and amount are

calculated and indicated in the online accommodation booking procedure.

  1. c) A 70% refund of the deposit confirmation is provided only if the withdrawal is formalised at least 30 days before the

scheduled arrival date.

  1. d) The total amount due for the fee varies according to the length of stay and is calculated using the following criteria:

– for stays of less than 15 days: the daily rate is applied up to half a month's fee;

– for stays of more than 15 days, the monthly rate is applied;

– the monthly rate is considered a continuous period of 30 days.

  1. e) Upon arrival, the guest is also required to pay a non-interest-bearing security deposit, the amount of which is equal to three (3) months' rent.
  2. Payments must be made using one of the methods indicated below:

– online through the Domus Ind s.r.l. website www.residenzastudenti.it (bank transfer, credit card, Paypal);

– debit or credit card at the reception of the assigned residence;

– by bank transfer to a current account:

IBAN IT92W0306902477100000046028; for payments from abroad, also use the SWIFT code BCITITMM, bank Intesa-San Paolo – IMI group, account held by DOMUS IND S.R.L.; instant transfers are not accepted;

– in case of bank transfer, the name of the assigned student and the month or reason for the payment must be indicated in the payment reference.

  1. The fee due by guests not on the ranking list must be paid by the deadlines specified in the booking confirmation, using one of the methods indicated in the previous paragraph 3.
  2. In caso di ritardato pagamento si applica una mora di € 16,00. Nel caso in cui il ritardo del pagamento si protragga oltre un mese, si procede alla revoca del posto alloggio che preclude l’accesso al beneficio per l’anno accademico successivo o successive prenotazioni ad accesso libero.
  3. L’ospite è tenuto a consegnare alla portineria della propria residenza copia della ricevuta del pagamento, se effettuato tramite bonifico bancario, per l’inoltro alla sede di DOMUS IND S.R.L.. È inoltre tenuto a conservare le ricevute attestanti i pagamenti al fine di poterne rilevare le date di effettuazione.
  4. In caso di rilascio dell’alloggio prima del termine del periodo assegnato o prenotato – fatti salvi i casi previsti dalla Sezione III – Servizi Residenziali del Bando di concorso e quelli per causa di forza maggiore da documentare adeguatamente – è necessario comunicare la rinuncia a DOMUS IND S.R.L. con un preavviso di 30 giorni, sottoscrivendo l’apposito modulo presso la portineria ed è comunque dovuto il 20% dei pagamenti relativi al periodo di mancato utilizzo anche per gli studenti a tariffa agevolata o da ospite temporaneo.

ARTICOLO 8

(Oneri degli ospiti)

  1. L’ospite è tenuto a:
  2. a) tenere un comportamento improntato ad assoluta correttezza, senso di responsabilità e rispetto verso le persone e nell’utilizzo di locali ed attrezzature date in consegna da DOMUS IND S.R.L.;
  3. b) denunciare tempestivamente le eventuali malattie contagiose contratte durante il periodo di assegnazione e ad assentarsi dalla residenza, per evitare contagi, fino al conseguimento di completa guarigione, da attestarsi con apposito certificato medico;
  4. c) tenere puliti ed in ordine locali, arredi, bagni, cucine, ecc., evitando l’accumulo di stoviglie sporche e raccogliendo l’immondizia nel rispetto delle norme comunali;
  5. d) utilizzare correttamente impianti ed arredi messi a disposizione, evitando qualsiasi comportamento che possa causare danni, comportare pericolo e/o sprechi di risorse, segnalando tempestivamente eventuali inefficienze alla portineria;
  6. e) collaborare al miglioramento della sicurezza della residenza e alla gestione delle situazioni di emergenza, attraverso la partecipazione alle prove di evacuazione organizzate da DOMUS IND S.R.L. o da suoi incaricati;
  7. f) dichiarare in portineria le apparecchiature elettriche introdotte in residenza, che dovranno essere dotate di certificazione di conformità europea alla normativa sulla sicurezza; il loro utilizzo deve essere effettuato rispettando le norme di sicurezza;
  8. g) tenere a disposizione del personale di portineria e di DOMUS IND S.R.L. la certificazione di conformità alle norme di sicurezza di tutti gli elettrodomestici utilizzati;
  9. h) consentire al personale incaricato l’esecuzione dei necessari interventi di manutenzione ordinaria e straordinaria nonché di pulizia;
  10. i) spegnere le luci, chiudere acqua, spegnere condizionamento e/o riscaldamento, chiudere a chiave la propria stanza ogni volta che esce; in caso di assenze che superino i 7 giorni,

the guest is also required to empty, defrost and leave the refrigerator clean;

  1. l) inform the concierge staff about their absences; if the absence is longer than seven days, they must return the keys to the concierge;
  2. m) always use and keep clean their own bed linen or that provided by DOMUS IND S.R.L., in order to maintain the mattress provided in good condition

for use; otherwise, DOMUS IND S.R.L. will apply the charges provided for in the following articles of these Regulations: CHAPTER VI DAMAGE AND PENALTIES;

  1. n) display notices, signs or other items only in the spaces specifically reserved for them.
  2. o) hand in a valid identity document to the concierge; if the document presented at the time of assignment expires, or is lost or stolen, this must be done within 15 days of the event.
  3. The guest may not:
  4. a) keep or bring animals into the residence premises and its adjacent external areas, with the exception of guide dogs for visually impaired students;

impaired students;

  1. b) cause disturbances: in particular, after 12:00 AM and before 8:00 AM, sounds, singing and noises of any kind are prohibited; during the remaining hours of the day, the use of musical instruments, radios, televisions, stereo systems, etc., and general behaviour must be such as not to cause disturbance;
  2. c) smoke inside rooms and in all common areas (Law 16/01/2003 n. 3); the smoking ban also includes e-cigarettes;
  3. d) keep and/or use weapons, narcotics, explosive materials, gas cylinders, flammable furnishings, harmful or radioactive substances in rooms and common areas, use open flames or smoke-producing devices;
  4. e) place bulky items or tools in common areas and rooms that obstruct passage;
  5. f) throw or deposit rubbish or waste outside the designated containers, in non-compliance with municipal guidelines, where applicable, for separate waste collection;

  1. g) place any objects on terraces and windowsills;
  2. h) throw water, cigarette butts or other materials of any kind from windows or any other area of the residence;
  3. i) throw materials that may clog the pipes into the drains of sinks, toilets, etc.;
  4. l) make modifications or adaptations to the premises, paint, redecorate, move or adapt systems;
  5. m) tamper with systems, use multi-sockets, except for CE-marked power strips with a switch, without additional adapters;
  6. n) bring in and use heaters, ovens, stoves, air conditioners, refrigerators and freezers, dryers outside of the equipment specifically

provided by Domus Ind s.r.l.;

  1. o) remove, dismantle, modify, or bring in furniture of any kind, including decorative lights, in common areas and rooms;
  2. p) carry out or have carried out repair work of any kind;
  3. q) accommodating people during night hours; receiving visitors who have not left an identity document at the reception, except as provided for in the following articles of this regulation;
  4. r) behaving disrespectfully towards reception staff;
  5. s) bringing supermarket trolleys into the building, courtyard, or any appurtenances of the Residence;
  6. t) keeping more than one bicycle in the residence car park; parking outside designated areas, carrying out dismantling, re-

assembly and painting of bicycles in the residence areas;

  1. u) using the communal kitchens for extended periods or in a way that compromises their use by other guests;
  2. v) lending your accommodation keys and personal access codes to other people, even temporarily;
  3. z) bringing batteries for electric vehicles into the building, except in specially provided areas.
  4. Guests are required to request authorisation from the relevant DOMUS IND S.R.L. office to bring in and use fans, microwave ovens, and

irons, by handing in a copy of the safety compliance certificate for the appliance for which authorisation is requested at reception.

Guests must maintain the hygiene and decorum of their assigned accommodation. They must use the mattress protector provided by DOMUS IND S.R.L., maintaining its hygiene

  1. with periodic washing.

DOMUS IND S.R.L. disclaims all liability in the event of theft of guests' personal belongings.

  1. Assigned students and temporary guests are required to comply, in addition to the articles of this Regulation and with the same restrictions, with all provisions signed by DOMUS IND S.R.L. that will be formally communicated to them during the year.
  2. ARTICLE 9

(Computer Network Access Service)

Access to the computer network is available in university residences primarily for educational purposes.

  1. Access is subject to the use of a personal username and password.
  2. This data is strictly personal and it is forbidden to share it with other guests.

It is forbidden:

  1. – to use the IT service to download or stream copyrighted material;

– to access illegal websites;

– to share or download files via peer-to-peer programs (emule, torrent, etc.);

– to use your own device as a hotspot to grant internet connection to other students;

– to connect your own router and/or server to the network.

The use of entertainment platforms (e.g. Netflix, Infinity and similar) which consume a lot of bandwidth from other users, to the overall

  1. detriment of the service, is not permitted.

In the event of violations of the provisions in the preceding paragraphs, DOMUS IND S.R.L. reserves the right to suspend the internet browsing account and/or to

  1. limit the bandwidth per user.

  1. Internet access is recorded and stored for a period of at least six months. Access data may be provided upon request by the Judicial Authority for the purpose of conducting investigations into administrative and/or criminal offences.

ARTICLE 10

(Access by DOMUS IND S.R.L. to the accommodation)

  1. DOMUS IND S.R.L. holds copies of the accommodation keys, and authorised operators, officials and/or technicians of DOMUS IND S.R.L. have the right to access them, even in

the absence of guests, in the following cases:

Without notice:

  1. a) periodic checks carried out during the period of assignment, also to verify compliance with these regulations;
  2. b) at the request of the guests or at least one of them;
  3. c) proven report of violations of these Regulations;
  4. d) interventions or repairs;
  5. e) prolonged absence of the guest;
  6. f) accommodation where there are reports of undue occupation by unauthorised persons.
  7. g) after the expiry date of the assignment period or the date indicated in case of revocation or transfer of office, should the guest have failed to return the keys to the concierge and/or failed to vacate the accommodation of their personal belongings.

With at least 24 hours' notice:

  1. a) inspections to verify the condition of the accommodation, at the beginning and end of the assignment period or as part of checks aimed at verifying hygienic and maintenance conditions, including the correct management of separate waste collection based on municipal regulations; in the case of planned building management interventions,

furnishings and systems;

  1. c) adjustment or check of the inventory of furnishings or equipment present.

ARTICLE 11

(Summer and Christmas closure)

  1. During the summer/Christmas closure periods, each DOMUS IND S.R.L. site may allocate one or more rooms for temporary hospitality. Both students on the waiting list

and other guests must book their stay through the online procedure on the DOMUS IND S.R.L. website.

  1. Guests assigned to residences used for summer/Christmas hospitality or those undergoing extraordinary maintenance interventions during closure periods

are required to vacate their accommodation of personal belongings. DOMUS IND S.R.L. will provide containers for storing belongings and will store them in common areas within the residences.

Guests must take care not to store valuables, as DOMUS IND S.R.L. disclaims all liability in the event of loss or damage to personal belongings.

Failure to do so will result in a penalty of €80.00 plus any additional costs that DOMUS IND S.R.L. may incur to clear the room.

  1. Before the residences close, guests must clean and tidy their room and apartment. If not affected by the interventions referred to in the previous paragraph 2, they must store their personal belongings in wardrobes, storage rooms, warehouses and/or other rooms within the residence. Perishable food must not be left behind, and the refrigerator must be left completely empty and defrosted. DOMUS IND S.R.L. declines all responsibility in case of loss or damage to personal belongings.

If they do not comply, a penalty of €80.00 will be charged, in addition to any further costs that DOMUS IND S.R.L. may incur to make arrangements in place of the guests themselves.

  1. If a student assigned to a room that is not the one remaining available books a place for the summer or Christmas period and then does not use it or does not cancel the booking at least 7 days before the start of the summer or Christmas closure period, they will still have to pay the fee for the booked period, except for cases of force majeure that are adequately documented.
  2. If a student assigned accommodation in one of the residences that remain open for the summer or Christmas period books their place and then does not use it, or does not book and leaves the room cluttered with their personal belongings, they will still have to pay the fee for the entire summer/Christmas period, as such behaviour may prevent another student from accessing accommodation. Cases of force majeure that are adequately documented are excepted.

ARTICLE 12

(Temporary or permanent closure of a residence)

  1. DOMUS IND S.R.L., in the event of the need for temporary or permanent closure of a residence for renovation work or unforeseeable circumstances, guarantees the reimbursement of sums paid and not used by the students concerned.

ARTICLE 13

(Extended absences)

  1. The student, who during the period of assignment is absent from the residence to attend another Italian or foreign university for study reasons, to participate in internships in other cities, or for other justified reasons, must inform the relevant territorial office of DOMUS IND S.R.L. in advance of the duration and reasons for the absence. Monthly fees are due for the entire assignment period, even in case of prolonged absence. If, at the end of the absence period, the student does not return or does not arrange to collect their personal belongings within 10 days, proceedings will be initiated in accordance with the provisions of art. 20, paragraph 5, of these regulations.
  2. A student on the waiting list who is absent to attend another Italian or foreign university for study reasons may maintain the availability

of the accommodation, or leave it for the temporary availability of DOMUS IND S.R.L..

If the place made available for temporary hospitality is occupied by a guest, at the end of the academic year, the

tuition fees will be refunded for the periods in which the place was actually occupied.

  1. The arrival of temporary guests is communicated to the other students in the room or flat by the concierge staff.
  2. Absences exceeding 30 days must be communicated in advance to the concierge by signing the appropriate temporary exit form and

undertaking to send adequate documentation to DOMUS IND S.R.L..

ARTICLE 14

(Provision of common areas)

  1. The common areas in the residences may be made available to an individual or a group of students for recreational, cultural,

sports, and educational activities only during concierge service hours, no later than 11:00 PM, ensuring access to the event for other residents and provided that such events are not commercial in nature.

These activities require prior authorisation from DOMUS IND S.R.L., taking into account the reasons, compliance with safety regulations and this regulation, including the definition of any limits and rules, which must be scrupulously observed.

  1. The students organising the initiatives must submit a written and reasoned request. If authorised, a security deposit of €1,000.00 must be paid, assuming responsibility for any damage caused by participants as well as for their behaviour contrary to this regulation. The

deposit is refunded after verifying the absence of damage and that the premises provided have been cleaned. Otherwise, it is retained, to partially or fully

cover the damage caused.

ARTICLE 15

(Room changes)

  1. If a student on the waiting list wishes to change their assigned accommodation, they must register their request in the appropriate section of their user profile.

In case of health problems that necessitate a change of accommodation, a medical certificate must be presented, updated for the current academic year, issued exclusively by a specialist doctor, certifying the existing condition and thus justifying a change of accommodation, which is decided by DOMUS IND S.R.L..

Family reunification requests are considered valid only if there is the possibility/availability to share the same spaces.

It is possible to submit a transfer request from 1 November to 31 July.

  1. DOMUS IND S.R.L. responds to transfer requests only when it is possible to accommodate them.
  2. As places become available during the academic year, starting from the end of new student assignments in October, DOMUS IND S.R.L. evaluates

the registered transfer requests and contacts the students for whom the transfer is approved.

Transfers are arranged starting from the end of new student assignments, typically in December, and until the publication of the provisional rankings for accommodation renewals for the following academic year.

  1. In order to prioritise the acceptance of requests, DOMUS IND S.R.L. evaluates the reasons and, in case of equal reasons, the following are generally taken into account:

– seniority of university enrolment;

– merit assessed for eligibility in the ranking for the relevant academic year;

– any transfer requests already accepted;

– any disciplinary measures already applied to students requesting a change of accommodation.

  1. Requests are considered valid only for the academic year in which they are submitted.
  2. If the student does not complete the transfer by the date indicated in the DOMUS IND S.R.L. communication, nor respond within the same deadline proposing a different date, the transfer is automatically cancelled and the place may be offered to another student.

ARTICLE 16

(Student Participation)

  1. If guests, within each residence, feel the need to address specific issues with DOMUS IND S.R.L., they may appoint one or more assigned students as representatives.

Chapter IV

VISITS AND HOSPITALITY

ARTICLE 17

(Daytime Visitors)

1. Each assigned student may bring up to two daytime visitors at a time. Exceeding four visitors per housing unit is not permitted. In any case, the presence of daytime visitors must not cause disturbance to other students in the same flat or room.

  1. The visitor, while present within the residence, must comply with these regulations. The host student remains responsible, in all respects, for the behaviour of their guests and is liable for any disturbances, damages, or problems caused by them. For this reason, the assigned student is not permitted to leave the residence if their guest is still in the facility.
  2. Il visitatore è tenuto a consegnare al personale di portineria un documento di riconoscimento, che verrà custodito fino al termine della visita. Il personale di portineria ha il compito di accertare l’identità nonché la destinazione di visitatori ed estranei, di avvisare lo studente assegnatario e di accertarne il consenso e di negare l’accesso a chi si rifiutasse di indicare la propria destinazione e di consegnare un documento di identità. Lo studente assegnatario è tenuto ad accertarsi che il proprio ospite abbia lasciato il documento in portineria. La momentanea assenza del personale dalla portineria non esime dall’assolvimento dell’obbligo, il più presto possibile. Il portiere deve sempre accertarsi, contattandolo direttamente, che l’assegnatario da cui un esterno vuole andare sia in studentato e, soprattutto, che acconsenta a riceverlo. In caso contrario non deve consentire l’ingresso alla persona esterna, anche se

già conosciuta alla portineria.

  1. DOMUS IND S.R.L. si riserva di vietare l’accesso alla struttura a visitatori che si siano resi precedentemente responsabili di violazioni del regolamento o comunque

di comportamenti di disturbo.

  1. L’accesso ai visitatori è consentito dalle ore 8.30 alle ore 23.00.
  2. È esclusa la presenza nelle strutture, a qualunque titolo, di minorenni non accompagnati da un genitore, con l’unica eccezione di fratelli/sorelle almeno

sedicenni dello studente assegnatario, previa assunzione di responsabilità sottoscritta sia dai genitori sia dallo studente assegnatario di alloggio, secondo la procedura prevista.

  1. In via straordinaria è possibile chiedere a DOMUS IND S.R.L. di ospitare altri minorenni, purché almeno sedicenni e con il consenso scritto dei genitori, motivando la richiesta. DOMUS IND S.R.L. si riserva di autorizzare l’ospitalità dopo aver valutato le motivazioni presentate e l’eventuale documentazione di supporto.
  2. Le assunzioni di responsabilità dei genitori dei minorenni devono essere sempre accompagnate alla fotocopia non autenticata di un documento di

riconoscimento del sottoscrittore.

  1. Non è consentita la cessione ad altri, nemmeno momentanea, delle chiavi o del badge di accesso al proprio alloggio. Il portiere è tenuto a negare tassativamente l’ingresso in alloggio a chiunque, in assenza dell’assegnatario, anche a studenti ospiti nella stessa residenza.

ARTICOLO 18

(Ospitalità notturna)

  1. Lo studente può presentare richiesta, su apposito modulo da consegnare al personale di portineria, per ospitare persone estranee alla residenza.
  2. L’ospitalità è gratuita ed è autorizzata per una durata massima di una notte ogni 30 giorni, previo consenso scritto dei compagni di camera e/o appartamento e soltanto su posti assegnati e momentaneamente vuoti, per assenza temporanea di altro assegnatario nella medesima stanza del richiedente.

È esclusa l’ospitalità di minori.

È esclusa l’ospitalità nelle stanze di tipologia singola in quanto:

  • If the student requesting accommodation is assigned a single room, it is not permissible for more than one person to be allocated to a single bed for safety reasons.
  • If accommodation is requested in the single room of another assignee who is temporarily absent, this would risk a significant intrusion into the assignee's privacy.
  1. Accommodation cannot, under any circumstances, constitute a means for the same guest to have a continuous presence in the residence, who in any case cannot be hosted for more than 3 nights per calendar year in the DOMUS IND S.R.L. residence.
  2. The visitor, while present within the residence, must comply with these regulations. The host student remains responsible, in all respects, for the behaviour of their guests and is liable for any disturbances, damages, or problems caused by them. For this reason, the assigned student is not permitted to leave the residence if their guest is still in the facility.
  3. Domus Ind s.r.l. may authorise, at its sole discretion, students with disabilities assigned accommodation to continuously host a family member who provides for their personal care needs. In no other case is continuous hosting of family members permitted, as it is incompatible with the intended purpose of the housing service, which is to

facilitate the full enjoyment of educational, training, and research activities, as indicated by Article 14 of Regional Law 15/2007.

  1. All cases of unauthorised accommodation are considered acts of subletting.
  2. It is possible to host, for a fee to be agreed with Domus Ind S.r.l., a person trusted by the student, provided they are of legal age, in an unassigned bed, should particular documented needs arise. DOMUS IND S.R.L. may authorise, at its sole discretion, for a maximum of 5 nights per academic year. The request must be made at least three days in advance.

ARTICLE 19

(Subletting)

  1. It is explicitly forbidden:
  2. a) to sublet, even temporarily, the assigned accommodation or any other temporarily vacant space;
  3. b) to accommodate outsiders in any way other than those expressly provided for in these regulations.

Chapter V

VACATING ACCOMMODATION

ARTICLE 20

(Vacating Accommodation)

  1. A guest who intends to give up their assigned accommodation, even if they have obtained their degree, must provide written and reasoned notification to the DOMUS IND S.R.L. office with at least 60 days' notice. Otherwise, they will be required to pay an additional month's rent beyond the period of actual use of the accommodation, except in cases of force majeure that are adequately documented. The notification must be signed on the appropriate resignation form at the reception desk. It must necessarily include the departure date to be considered valid. In the case of graduation, a presumed date may be indicated, to be confirmed as soon as possible. In the case of vacating the accommodation before the end of the assigned or booked period – except for departures due to obtaining a degree, withdrawal from studies, or force majeure that is adequately documented – 30% of the rent for the period of non-use, between the date of vacating and the end of the accommodation assignment or booking, is still due.
  2. In the event of obtaining a degree, except in cases provided for by Section III – Residential Services of the Competition Announcement, the student

on the waiting list may remain for up to seven days after graduation, maintaining the fee as an eligible student.

  1. The guest who intends to leave the accommodation permanently, after observing the requirements of paragraph 1, must agree with the concierge service on the date and time of departure, at least seven days before the actual vacating. This notice is necessary to organise a joint inspection, during which the guest must sign the appropriate exit report and return the keys. If the student does not attend, or does not delegate a trusted person to sign the exit report, the condition of the vacated accommodation will be checked by the concierge staff and this report cannot be contested. The cost of replacing the locks, if necessary due to the failure to return the keys, will be borne by the guest. Exceptionally, with adequate justification and following the required procedures, it is possible to delegate a third party to sign the exit report. The

final exit report is essential for the proper refund of the security deposit.

  1. Any damage, wear and tear, missing items, or need for extraordinary cleaning, identified as per the previous paragraph 3, will be charged to the security deposit paid. If the value of the deposit does not cover the amount of the damage, DOMUS IND S.R.L. will proceed to recover the amount owed.
  2. Any personal belongings left in the accommodation by the guest no longer assigned will be removed at the guest's expense and held for the owner for 10 days. After this period, DOMUS IND S.R.L. disclaims all responsibility for the custody of such effects or personal items and will dispose of them in any way it deems appropriate, at the expense of the departing guest.
  3. By the expiry date of the hospitality period or the date indicated by DOMUS IND S.R.L. in case of revocation or official transfer, the guest is required to return the keys to the concierge and vacate the accommodation of their personal belongings. If they fail to do so, DOMUS IND S.R.L. reserves the right to access the accommodation even in the absence of the guest and replace the lock(s) of the entrances, as well as remove the items left by the guest at the guest's expense. Furthermore, the daily cost of the

rate for guests not on the waiting list for each subsequent day of undue occupation of the accommodation from the scheduled departure date, as well as any further costs, even indirectly arising from the refusal to leave the accommodation, shall be borne by the guest, without prejudice to charges for damages, fees, and penalties provided for by these regulations.

  1. The security deposit is refunded within 60 days of the check-out report referred to in the previous paragraph 3, exclusively by bank transfer to an IBAN code within the SEPA circuit, registered in the student's name. Refunds will not be processed in the case of EXTRA SEPA international IBANs.

Refund times may increase in the following cases:

  1. verification times necessary for the quantification of damages or shortages identified at the time of accommodation check-out;
  2. outstanding debts towards DOMUS IND S.R.L.;
  3. scholarship award not confirmed due to failure to achieve the required merit or pending verification with the enrolment institution.
  4. For guests not on the waiting list who have stayed in a single room, €100.00 is normally retained from the security deposit,

for final room cleaning, unless particularly precarious hygienic conditions require more than one hour of work.

Chapter VI

DAMAGES AND PENALTIES

ARTICLE 21

(Damage and Shortages)

  1. The guest is liable, jointly and severally, for any damage resulting from carelessness, misuse, or fault.
  2. The guest is also liable for any excessive consumption of electricity, water, and gas resulting from improper use, as detected through meter readings or during specific inspections.

An annual standard allowance of 500 kWh for electricity and 47.5 cubic metres for water has been allocated per student. For housing units with multiple occupants, the annual standard allowance will be calculated proportionally to the number of guests. Consumption exceeding standard allowances will be charged to the occupants in proportion to their period of stay.

  1. Guests are required to bear the costs for extraordinary cleaning, redecoration, and painting due to damage caused by them, including marks left by nails or adhesive tape used to hang posters, etc., on the walls.
  2. If individual responsibility cannot be determined, each student is jointly and severally liable with the other occupants of the room or apartment for damages, cleaning, shortages, and excess consumption of electricity and water related to that room or apartment; they are also jointly and severally liable with all residents for damages, shortages, and vandalism to furnishings, equipment, and structures in common areas.
  3. DOMUS IND S.R.L. charges guests for expenses incurred for the restoration of damaged property, for extraordinary cleaning required within the accommodation or common kitchens, for the purchase of items found to be missing or irreparable, or for excess consumption of electricity, water, and gas.
  4. a) For the quantification of the amounts for the most frequent interventions, DOMUS IND S.R.L. will apply the price list defined at the time of awarding the tender for the maintenance service. This price list, subject to subsequent additions, can be viewed at the concierge offices.

For other types of intervention, the amount will be equal to the costs incurred by DOMUS IND S.R.L..

  1. b) The expenses incurred by DOMUS IND S.R.L. are charged including labour, VAT and 10% for administrative charges. The amount charged for administrative charges to each student in relation to each intervention will not be less than €5.00 and the value of the administrative charges will not exceed €30.00.
  2. c) If the replacement or repair of the damaged item is not necessary, a penalty of 50 euros will be charged.
  3. DOMUS IND S.R.L. reserves the right to also apply penalties in cases of damage and/or extraordinary cleaning caused by negligence, wilful misconduct and/or vandalism in general, as well as in the cases referred to in the previous paragraph 2, without prejudice to the obligation to compensate for damages.
  4. DOMUS IND S.R.L. will ask guests to reimburse the amounts possibly charged by the bodies responsible for waste disposal management due to incorrect or missed separate waste collection by students in accommodation, reserving the right to apply a penalty of €50.00 in the most serious cases.
  5. The charges referred to in this article must be paid within ten days of their notification.
  6. In case of late or non-payment, the guest will be sent a reminder.

If the payment delay continues for more than a month, DOMUS IND S.R.L. reserves the right to revoke the accommodation/contract?.

ARTICLE 22

(Charges and penalties)

  1. In situations of particular hygienic degradation in rooms and common areas, DOMUS IND S.R.L. reserves the right to intervene with an extraordinary cleaning service, the cost of which, including VAT and 10% for administrative charges, will be charged to the responsible students, jointly and severally, and calculated using the criteria indicated in the previous Art. 21.
  2. A penalty of €50.00 is applied, for each event and for each person, in the following cases:
  3. a) hygienic degradation of one's room or common areas (kitchens, bathrooms, etc.), including the accumulation of dirty dishes and waste. Accumulated dishes will be removed by the concierge or cleaning staff and subsequently disposed of if the owner does not request them within 7 days;
  4. b) presence of objects of any kind on terraces and windowsills;
  5. c) throwing water, cigarette butts or other materials of any kind from windows or balconies;
  6. d) refrigerator not defrosted or not cleaned, or presence of perishable food during the period when the facilities are closed;
  7. e) rubbish bags left outside designated bins or failure to comply with waste separation as required by municipal regulations;
  8. f) improper use of water, electricity, and gas; including failure to supervise pots and stoves during use, activation of heating/cooling systems outside of permitted hours and dates, and in the absence of guests;
  9. g) failure to comply with safety regulations when using domestic appliances or electrical equipment in general, or use without authorisation where required;
  10. h) tampering with systems; and in particular, with safety devices, related signage, and improper activation of alarms;
  11. i) use of stoves, ovens, hobs, air conditioners, refrigerators, and freezers outside of the equipment specifically provided by DOMUS IND S.R.L.;
  12. l) possession of weapons, narcotics, explosive materials, gas cylinders, flammable furnishings, harmful or radioactive and/or illegal substances;
  13. m) storage of bulky items (bicycles, camp beds, etc.) in common areas and rooms, or obstruction of any kind in corridors and escape routes;
  14. n) damage caused by wilful misconduct and/or vandalism;
  15. o) failure to observe the smoking ban within the residence, without prejudice to the sanctions provided for by anti-smoking legislation;
  16. p) illegal use of the IT service or use not in compliance with these regulations;
  17. q) improper or prolonged use of common kitchens, including use that compromises their availability for other guests;
  18. r) storage of more than one bicycle per student in common areas; dismantling, reassembly, and painting of bicycles within the residence;
  19. s) failure to use one's own or DOMUS IND S.R.L. provided bedding, with reference to sheets and mattress protectors; this also refers to pillowcases and

cushion covers only in the case of pillows provided by DOMUS IND S.R.L.;

  1. t) room not vacated of personal belongings for summer or Christmas breaks;
    u) cryptocurrency mining.
  2. For damage or shortages caused by wilful misconduct and/or vandalism, in cases of increased electricity, water, and gas consumption due to improper use, and for improper activation of alarm systems, a penalty of €50.00 will be charged to each responsible student, jointly and severally, in addition to the costs incurred for restoration or increased consumption, as specified in the previous Art. 21.
  3. For any behaviour that prevents cleaning interventions by staff (such as accumulation of waste, scattered objects), a penalty of €50.00 will be charged, in addition to any need for extraordinary cleaning, to each responsible student, jointly and severally.

Chapter VII

DISCIPLINARY MEASURES

ARTICLE 23

(Disciplinary Measures)

  1. In the event of violations of these regulations, aimed at ensuring the rational, responsible and economical management of the facilities, as well as protecting civil coexistence among guests, the following disciplinary measures will be applied:
  2. a) written warning;
  3. b) revocation of the right to accommodation/contract?.
  4. The guest may send their written counter-arguments to the disciplinary measures notified to the DOMUS IND S.R.L. headquarters within 3 days of receiving the measure.
  5. DOMUS IND S.R.L. will evaluate the counter-arguments submitted, taking into account the various information acquired, and will definitively inform the student concerned of the outcome.

ARTICLE 24

(Revocation of accommodation/contract)

  1. Accommodation will be revoked automatically in the following cases:
  2. a) upon the second written warning;
  3. b) allowing third parties to use their own accommodation or another temporarily vacant place, even if only temporarily;
  4. c) unauthorised hosting of third parties in the room and/or apartment;
  5. d) outstanding debt towards DOMUS IND S.R.L. for more than 30 days past the payment due date;
  6. e) failure to use their accommodation for one consecutive month, unless there are serious and proven reasons, to be communicated in advance

to the relevant territorial office of DOMUS IND S.R.L. (illness of the assignee and/or their family members, study abroad at another Italian or foreign university,

research thesis in another city, etc.);

  1. f) if the assignee is found to have obtained the benefit based on false declarations;
  2. g) for behaviour contrary to public order, possession and/or use of weapons, narcotics, dangerous materials;
  3. h) for tampering with the residence's systems and use of systems and appliances, even if owned by the student, with carelessness,

inattention or in any case with behaviour that exposes to the risk of fire;

  1. i) in case of seriously incorrect behaviour, including offensive written remarks, towards DOMUS IND S.R.L. employees, concierge staff or other students.
  2. If the grounds for revocation of accommodation/contract exist, the student concerned will be sent a written communication of the commencement of revocation proceedings, requesting them to submit their counter-arguments and inviting them for an interview at the DOMUS IND S.R.L. offices. If the student concerned does not attend the interview and/or does not submit their counter-arguments within the time limits indicated in the revocation notice, they must vacate the accommodation by the date indicated on the notice. In the cases referred to in letters a, b, c, g, h,

i, the revocation will take effect immediately.

  1. In case of revocation under this article, 20% of the fees relating to the period of non-use of the accommodation is due.
  2. In the event of revocation of the accommodation place, the student is excluded from the possibility of participating in subsequent calls for applications for the allocation of housing services or free access bookings.

Chapter VIII

TRANSFER OF ACCOMMODATION

ARTICLE 25

(Transfer of accommodation to another room in the same facility

or to another facility)

  1. The Company shall transfer the accommodation, with 7 days' notice,

within the same facility or to another facility, when the

need arises to separate the occupants of the same room or apartment, due

to confirmed incompatibility.

  1. The transfer may be ordered, in addition to cases of in-

compatibility, also in all other cases where the Company identifies this

as a solution to prevent the recurrence of behaviour contrary to these

regulations, without prejudice to the sanctions provided for in the previous Art. 24.

  1. The Company shall also proceed with the transfer in the event that it is ne-

cessary to change the type of apartment from male to female

or vice versa, or for reasons of management rationalisation.

30University Residence Regulations

  1. The transfer shall also be carried out for the allocation to students

with disabilities of specially equipped accommodation.

  1. In cases of particular gravity, the Company may proceed with the transfer

with immediate effect.
